أطلقت وزارة التجارة الداخلية وحماية المستهلك في سوريا موقع الكتروني خاص لتقديم طلبات الاعتراض على استبعادهم من الدعم الحكومي للمشتقات النفطية والمواد التموينية عبر البطاقة الذكية.
وبعد أن وردت شكاوى كثيرة من قبل مواطنين سوريين تم استبعادهم من الدعم بعد تعديل شريحة المستفيدين والذي تم البدء بتطبيقها اليوم، علق وزير التجارة الداخلية وحماية المستهلك عمرو سالم على ما حصل من أخطاء.
حيث قال سالم: إن “ما حصل أخطاء تقنية وليس قرار وأعتذر نيابة عن الحكومة”.
وأكد أن الموظف بالدولة أو المتقاعد وحتى لو لديه سيارة سيعود إلى الدعم، مضيفاً: “المحاسبون الماليون أعيدوا إلى الدعم والنقابات الأخرى هي من تقدم اعتراضاً بخصوص أنهم يستحقون الدعم أو لا”.
ولفت إلى أن “معنى من لديه نشاط بوزارة أي أنه شريك أو صاحب مدرسة خاصة”.
وبخصوص الأشخاص خارج القطر، قال: “المسافر يفترض أنه يحقق دخلاً ولكن يمكن أن يقدم اعتراضاً ليتم معالجته”.
وأوضح أن هناك أشياء ستصحح دون اعتراض من المواطن كون الأمر يتم التدقيق به.
وتابع: “العاملون بوزارة الدفاع تنطبق عليهم الحالة المدنية حيث يعودون إلى الدعـم بمجرد الاعتراض”، موضحاً أن من رُفع عنهم الدعـم يستطيعون الحصول على المواد بالسعر الحر من أي معتمد.
وشدد وزير التجارة الداخلية وحماية المستهلك عمرو سالم على أن كل الوزارات مسؤولة عما حصل وكان يجب ألا يحصل خطأ بالبيانات، مضيفاً: “هناك اجتماع بين وزارتنا ووزارة الاتصالات للتدقيق بما حصل.. سيتم تصحيح كل الأخطاء وهو غير مقبول”.
وكانت وزارة الاتصالات والتقانة خصصت موقعاً الكترونياً يمكن من خلاله للمستبعدين من الـ دعم تقديم اعتراضاتهم إلكترونياً، ليصار إلى تحويل البيانات التي تم الاعتماد عليها في الاستبعاد من الدعم الحكومي إلى الجهة المعنية بها بشكل الكتروني، بحيث يتم دراسة أسباب الاستبعاد وإعادة النظر بها.
وكانت الحكومة السورية أعلنت أنه سيتم رفع الدعم عن فئات معينة من المواطنين ، و يظهر لمن تم رفع الدعم عنه فى برنامج وين اشارة لذلك، علما ان البطاقة ستبقى مفعلة و سيكون بمقدور من رفع الدعم عنهم سحب المواد بالأسعار الحرة عبر البطاقة الذكية.

تقييم الاعتراضات من قبل الحكومة السورية:
وفي ضوء الاعتراضات المسجلة على المنصة الإلكترونية المخصصة للاعتراضات، أكد مجلس الوزراء في سوريا على الآتي:
- الاستمرار بتقديم الدعم لكل من تقدم باعتراض إلى أن يتم البت به.
- كل موظف دائم أو مؤقت أو متقاعد مدني أو عسكري معين على سلم الرواتب والأجور وتم استبعاده بسبب امتلاكه سيارة واحدة فقط، يتم إعادة الدعم له بعد تقديمه طلب اعتراض على الموقع الالكتروني والتدقيق به.
- الاستمرار بتلقي الاعتراضات من مختلف الشرائح غير المشمولة بالمنظومة للنظر في صحتها والبت بها من قبل فريق عمل تم تشكيله مسبقاً في الوزارات المعنية كافة.
- تفتح إدارة الهجرة والجوازات في وزارة الداخلية أبوابها يومياً من الساعة 8 صباحا حتى 8 مساء للبت في اعتراضات من لم يشملهم الدعم بسبب مغادرتهم القطر لأكثر من عام وتبين وجودهم داخل البلد.
وتؤكد رئاسة مجلس الوزراء أن الحكومة ملتزمة بسياسة تقديم الدعم لمستحقيه الفعليين، وتأتي خطوة إعادة هيكلة الدعم من باب الحرص على استمرارية وديمومة ملف الدعم نظراً الأعباء المتزايدة لهذا الملف بهدف تخفيض عجز الموازنة العامة للدولة، وتوجيه جزء من الوفر المحقق من هذه العملية لدعم الفئات الأكثر احتياجاً، إضافة إلى زيادة تعويضات بعض الشرائح التي لها طبيعة عمل خاصة بالدولة يتطلب الأمر اتخاذ إجراءات للحفاظ على استمرارية عملها بشكل أفضل.

The Ministry of Internal Trade and Consumer Protection in Syria has launched a special website to submit requests to object to their exclusion from government support for oil derivatives and food supplies through the smart card.
After many complaints were received by Syrian citizens who were excluded from the subsidy after amending the segment of beneficiaries, which was started to be implemented today, the Minister of Internal Trade and Consumer Protection, Amr Salem, commented on the errors that occurred.
Salem said: “What happened was technical errors, not a decision, and I apologize on behalf of the government.”
He stressed that the state employee or the retired, even if he has a car, will return to the subsidy, adding: "The financial accountants have been returned to the subsidy, and it is the other unions who file an objection regarding whether they deserve support or not."
He pointed out that "the meaning of someone who has an activity in a ministry means that he is a partner or owner of a private school."
Regarding people outside the country, he said: “The traveler is supposed to earn an income, but he can submit an objection to be processed.”
He explained that there are things that will be corrected without objection from the citizen, as the matter is being scrutinized.
He continued: "The Ministry of Defense employees are subject to civil status, as they return to the subsidy as soon as they object," explaining that those from whom the subsidy has been lifted can obtain materials at a free price from any authorized person.
The Minister of Internal Trade and Consumer Protection, Amr Salem, stressed that all ministries are responsible for what happened, and there should not have been an error with the data, adding: "There is a meeting between our ministry and the Ministry of Communications to check what happened... All errors will be corrected and it is unacceptable."
The Ministry of Communications and Technology has designated a website through which those excluded from the support can submit their objections electronically, so that the data that was relied on in exclusion from government support can be transferred electronically to the concerned party, so that the reasons for exclusion are studied and reconsidered.
The Syrian government had announced that the subsidy would be lifted for certain categories of citizens, and it appears to those from whom the subsidy has been lifted in the Wayne program that there is an indication of this, knowing that the card will remain activated and those who lift the subsidy will be able to withdraw materials at free prices through the smart card.

Evaluation of objections by the Syrian government:
In light of the objections recorded on the electronic platform designated for objections, the Council of Ministers in Syria affirmed the following:
Continuing to provide support to anyone who submitted an objection until it is resolved.
Every permanent or temporary employee or retired civil or military employee appointed on the salary and wages scale and excluded because he owns only one car, will be re-supported after submitting an objection request on the website and checking it.
Continuing to receive objections from various segments that are not included in the system to consider their validity and decide on them by a working team that was previously formed in all concerned ministries.
The Immigration and Passports Department at the Ministry of Interior opens its doors daily from 8 am to 8 pm to decide on the objections of those who were not covered by the support because they left the country for more than a year and were found inside the country.
The Presidency of the Council of Ministers confirms that the government is committed to a policy of providing support to its actual beneficiaries, and the step to restructure the support comes out of ensuring the continuity and sustainability of the support file in view of the increasing burdens of this file with the aim of reducing the state’s general budget deficit, and directing part of the savings achieved from this process to support the neediest groups In addition to increasing the compensation of some segments that have a state-specific nature of work, it is necessary to take measures to better maintain the continuity of their work.
